i was cant make update 8.1 iam dev and i reset my phone and when make update amper and restart cant open again why?? and cant rest it again with power and volum down dont apper ! for me

Ok, let me see if i understand that bad try of english of yours, you basically are receiving the, "the update was download, but coudn't be opened" error, this is a known issue acknowledged by Microsoft, and they even pull off the update, if that's your issue, then you need to wait until the update goes live again, now, if your issue is the never ending spinning coqs, then you need to use the nokia software recovery tool, this will download and flash your phone so i should work again,
"when make update amper " i don't know exactly what did you mean there, but second picture you posted, proves that you're either with the gdr3 or with wp 8.1, because the amber update did not have the loading bar, so if your issue is, that it doesn't say "lumia black" in the extras+info app then either you need to update that app, or you don't have the black firmware, explaing your self correctly to see if you can be helped.
