Why do I have a sad smile on the start screen of my Lumia 520?

sadly smile on my start screen of my lumia520

when i try to make a call it shows goodbye. i thought the battery was drained, hence i had charged the phone for several hours. Then from last night it showing the sadly smile. help me.

your TP device is hanged up thats what i could say. do a roll back to 8.1 good day
