Charging symbol is on even after the power is switch off

I have a Lumia 520. When i put it in charge it starts charging, but the battery power doesnt increase. Even when i switch off the power and remove the cable, still the phone seems to be charging. But the battery power doesnt increase. Can't identify the actual charge. Need to restart the phone to find the actual availble charge.

Just to be clear, if it is connected to your charger your phone gets charged but you can not check the battery level.

What happens if you connect your phone to a PC, does your pc recognize your phone and can you transfer data?
Sounds like a problem with your USB port.
Can you look into the port to see if there is some debris inside? Or if you power off your phone and use a toothpick to carefully insert in the usb port is some debris coming out?

Depending on above outcome you are good again or need to change your usb port.
