Why am I unable to hard reset my Lumia 520, tried hard reset many times but its not working?

im unable to hard reset my lumia 520, tried hard reset many times but its not working.

i tried to reset my phone many times, this is how i did
after getting" ! " mark
volume +
volume -
power button
volume -
but phone starts normally by showing windows logo on screen.

Go to Settings>System>About and scroll down to the bottom until you see "Reset your phone" (this is if you're on Windows 10). If you're on Windows 8.1, go to Settings>About (should be near the bottom of the list) and scroll to the bottom until you see "Reset your phone."
