Can't reset to factory and the device is restarting continously

Hi,
My phone is randomly restarting at its own, and i cannot open any apps, contact list, dialer etc. Tried uninstalling apps but when the phone restarts the app is still there, no settings i changed is been saved.
I tried settings>about>reset phone but it just boots back to the os. Also tried the exclamation vol up + vol down + power + vol down but it again boots to os instead of going to screen with gears.
Also on windows recovery tool, it detects the device but when the tool tries to read device on do not restart... screen the phone just restarts buy itself.

Is there any other method to reset the phone?

Does your phone has SD card inserted into it? If yes, try to remove it and then use WDRT and see if it helps.

Try the Nokia made Lumia Software Recovery Tool. It's much better than WSRT

Tried Lumia Software Recovery Tool. No progress. It is not detecting the phone. May be because the phone restarts when it tries to detect.
