hi I am using Lumia 520 earlier I am update to windows 10 technical version
but now I am to recovey back to 8.1 but the windows recovery tools say error on vpn,firewall
but the custom package is avalible nut I don not know the website

Well you should be able to install Windows 10 mobile on your 520 using the Insider app, mentioned in the 2nd post of this thread.
