Can't sign in to Microsoft over WiFi

I have a Lumia 521 to be used as a wifi only device. I can get on wifi and browse or do other things but when I go the Windows app store and try to sign in to download an app it won't let me sign in to my account saying it doesn't have sufficient reception. It does this with an unactivated sim card installed or no sim installed. This tells me the store is trying to use cell service to sign in. Others have said they using this phone on wifi only and have no problems. What am I doing wrong . . . any ideas?

You could reset the phone and log-in with your Microsoft account during its' initial set up. It sucks having to deal with such an issue, but it may just be a glitch that needs to be reset to fix.

The only other thing I can possibly think of is the time setting on your phone - make sure you have this set to manual and that it is correct. Then try to sign in again. If the phone dies and you charge it, the time also doesnt stay current, so you may need to update it again.
