My phone Lumia 720(India) isn't restarting... After the cyan update. What to do?

My phone Lumia 720(India) isn't restarting... After the two setting screws rotate... The phone restarts right... At this point my phone isn't restarting... It is repeatedly restarting.... And after 15 or so such restarts it showed an exclamation mark(!)... And the above process started again...

Downgrade using the Nokia recovery tool and then resume/restart the update to Cyan.

If he was able to download the update, he isnt on 8.1 ... From what should he downgrade?

Try hard reset once...
Do a soft reset (volume down + power)
before the Nokia thing appears on start hold the 'Volume Up' key...
You should see a lightning bolt
then press 'Volume up' + 'Volume Down' + 'Power' + 'Volume down' one after other (not all at once)
It might work...

If it doesnt work use the recovery tool to reinstall Lumia Black. And do the update again
