That depends on where you actually are. Are you indoors or outdoors? If outdoors, are there any nearby tall concrete structures around you?

GPS can't work if the antenna doesn't have "visual" clearance to at least three of the constellation of GPS satellites orbiting the Earth. Hence, the more physical/opaque obstructions there are in between your phone and the "sky", the less accurate the phone GPS will be. Once the GPS signals can no longer be received, the phone resorts to triangulation via cellular sites, which is less accurate than GPS.

I suspect that the reading you're getting is based on cellular site triangulation, not GPS.
