Choppy video when using Digital Video Stabilization (~26 fps instead of 30)

Upon further investigation it seems that when I turn on the "Digital video stabilization" (DVS) found in the Camera app settings the recorded video is only 26 fps, although my settings are set to 1920x1080p/30 fps.

I've recorded two nearly identical videos for testing purposes. The first one was shot with DVS enabled, the second one without.

DVS-on:

Bit rate: 16.3 Mb/s
Frame rate: 26.332 FPS
Minimum frame rate: 14.844 FPS
Maximum frame rate: 30.675 FPS

As you can see by the graph, the choppiness is evident.

DVS-off:

Bit rate: 16.5 Mb/s (slightly higher)
Frame rate: 30.000 FPS
Minimum frame rate: 29.674 FPS
Maximum frame rate: 30.303 FPS

As you can see by the graph, no stutters are present in this video. Everything runs smoothly at 30 FPS.

Important note: It does not matter whether I select the Internal Memory or the SD Card to save videos. I've tried both and it happens in each setting.

I've just tried a different SD Card with 45 MB/s write speed yet the result is still the same. ~26 FPS with drops as low as 9 FPS. Again, this happens both when recording to Phone Memory and SD Card.

It leads me to believe the problem is either in the Camera App itself or in the phone's hardware as if the cache memory wasn't fast enough. =/

Has anyone experienced the same problem? What could be the cause? Should I just give up on Digital Video Stabilization?
