Data Sense app in new Lumia 820

I am from India. Today I was surprised to see data sense app in one of my friends new lumia 820 purchased only yesterday. I heard that this app will be coming with GDR 2 update but it is already there with new L820 having firmware version 1308.0001. My L820 ( purchased 2 months back ) is also having firmware version 1308 but with no Data Sense and I could not find it in apps store also. Can any one shed any information regarding this ?

Maybe your mobile is unlocked while your friend mobile is locked to a carrier that offers data sense... Until now data sense is only available on some operators locked phones... Even gdr2 has no data sense on unlocked devices like my lumia 925 unlocked which has gdr2 with no data sense

My friend was away so I could not check his phone. His L 820 is unlocked because it accepts all kinds of Sim cards and there is no carrier based logo or application inside the phone . Off course there is a Vodafone 3G sticker pasted on the box which is there in my L820 box also. In India all phones are usually unlocked except iPhone which probably sold via a particular carrier.
