What's the Error message?? try to login on a PC to your skype account and check if you can login.
If you can login to your skype account on your pc then just reinstall the skype on on your phone and it should work.

i can login from any pc and it works , and i already did new software at nokia care center for my mobile and still cant login for it niether normal skype account nor skype through microsoft account .

so its not matter of uninstall and reinstull

did you try reinstalling it?
if u didn't, do so. it fix the glitches.

i did reinstall it and it still gets this note which says check you network settings , so i do check and i turn off data connection and i found that skype works normal when you turn it off with no problems , again when you switch it on it gets stuck , and this all happen when am in my home working via wifi .
so the problem is from where ?
am sooooooooooooooo mad from microsoft , it owns skype and serves other except its family
