Yes, they are true. Paul Thurrott sources many or most of his articles directly from contacts within Microsoft, so his stories are usually accurate.

Then why people here and forums just tell you: "go and download windows 10 from insider" ? If it is not going to happen...
  • Has anyone tried those 20-step guides to get the Windows 10...Is it the only solution ?
  • There seems to not be a easy way yet for unsupported phones ? Only some time consuming hacking options to get pass that update limiting.

1. Those 20 step guides are all there are.

2. Correct, MS has blocked our easy options.

Just to clarify, is 1607 installable on an 820? Paul's article states:

...The “RTM” version of Windows 10 Mobile version 1607—that is, build 14393.x—is the last version that Windows Insiders can install on unsupported Windows phones.

My daughter's 820 has 1511 (10586.164). Can I upgrade it to 1607 via Release Preview still?

For the most part RIGHT NOW, I believe the latest you can get for her is 10586.564 (or whatever's most recent in that ring) if you unenroll from Insider. But beyond that I don't think so.
