Are these articles true ? (Below Link)

• Mfg:2012 year Lumia 820 is a non-supported product and you can't no longer get any Windows Insider downloads. Since summer 2016< ?
• So Microsoft has blocked all old phones from Insider-APP including 820 ?

Yes, they are true. Paul Thurrott sources many or most of his articles directly from contacts within Microsoft, so his stories are usually accurate.

Just to clarify, is 1607 installable on an 820? Paul's article states:

...The “RTM” version of Windows 10 Mobile version 1607—that is, build 14393.x—is the last version that Windows Insiders can install on unsupported Windows phones.

My daughter's 820 has 1511 (10586.164). Can I upgrade it to 1607 via Release Preview still?

For the most part RIGHT NOW, I believe the latest you can get for her is 10586.564 (or whatever's most recent in that ring) if you unenroll from Insider. But beyond that I don't think so.
