Are updates from AT&T or Microsoft?

If I purchase a off contract AT&T 830 from Microsoft; will I get updates straight from them or will I have to wait for at&t to release them?

You'll have to wait for AT&T. Only way you wouldn't is if you get a factory unlocked version, but Microsoft doesn't sell those.

They should though I have read elsewhere that you need at least 3 months of service.

Another way to get updates directly from Microsoft is to enroll in the Developer Preview program which is free and easy.

No. It gets you OS updates bit not firmware.

I always install the developer preview first thing on my phones. Love being able to have the latest and greatest without having to wait for AT&T. It is much easier than all the flashing I used to do with my Android phones. That's the reason why I got a Moto X for my android phone - so I wouldn't have to wait as long for updates since they've gotten good about releasing timely updates.
