So this is the information I got from GSM arena before buying this device:

Network Technology
GSM / HSPA / LTE
2G bands GSM 850 / 900 / 1800 / 1900
3G bands HSDPA 850 / 900 / 1900 / 2100
4G bands LTE band 1(2100), 3(1800), 7(2600), 8(900), 20(800)
LTE band 2(1900), 4(1700/2100), 5(850), 17(700) - AT&T
Speed HSPA 42.2/5.76 Mbps, LTE Cat4 150/50 Mbps
GPRS Yes
EDGE Up to 296 kbps

My assumption based on this was that the AT&T version was compatible with the GSM 1700 frequency...

...everything around here is GSM 1700, which my wife's 1520 gets 4G with.

However, my phone is limited to edge. Don't suppose there's any way to get 4G on 1700 with it?

I am using it in the US. That works really well on the 1520 but not on the 830.
How are your apn settings? I mean for both internet apn and mms?

WC user @theefman told me to try setting both of them to IPv4 and see how that goes. That has worked for me, and because of it, I have finally seen H+ instead of LTE or Edge.

Under network -> cellular ->sim settings initially I had the default as the internet apn and nothing for the mms apn. I changed both to fast.t-mobile.com and added the URL t-mobile lists on their website to the mms apn profile.

Entered no user name, password, and selected none for login (as opposed to pap/chap).

Hasn't seemed to make a difference.

I didn't see anything that would allow ipv4 as a choice...?

Guess the other question is...is this phone actually band 1700 compatible for 4G like the 1520 or is the profile on GSM arena wrong?

It depends on actual model version, is it RM-984 or RM-985.
Here are the differences, c/p:

RM-984 is the global variant and will work on ATT in USA for HSPA/LTE. RM-985 is the Latin American variant with the AWS bands for HSPA+ and will get LTE on TMobile in the USA.

Here are the bands for RM-985
LTE700 (17), 850 (5), 1700 (4) 1900 (2) 2600 (7); WCDMA 850, 900, 1900, 2100 and GSM networks 850, 900, 1800, 1900 MHz ( RM-985 variant)

Here are the bands for RM-984
Network:
2G Network: GSM 850 / 900 / 1800 / 1900
3G Network: HSDPA 850 / 900 / 1900 / 2100
4G Network: LTE 800 / 900 / 1800 / 2100 / 2600

It's the very last field if you set a manual apn. Turn manual apn on and scroll to the bottom. You'll see the option. I also have t-mobile. The poster above me is correct though. What is your model number? You can find it in settings->extras and info

Edit : In my experience, it works in certain areas just fine. It looks like it could be possible that your device supports it for 3g in your area, but not for using it on lte. I have noticed a similar thing here and it is making me debate if I want to keep my 735.

Interesting...i went into extras and under manufacturer name it was listed as an RM983_1001.

I looked at the manual APN fields again, including scrolling to the bottom. No place for ivp4.

RM-983_1001 is the AT&T variant, so you are locked to those bands.

According to the MS store, these are the bands of that model.

LTE: 2, 4, 5, 17; WCDMA: 850 / 900 / 1900 / 2100; GSM/EDGE: 850/900/1800/1900

I will have to take a screenshot of what I mean when my phone gets a charge (my phone is on battery saver at the moment).
