Capacitive Button Backlight - How to Enabel Always-On Mode?

Well, not "Always On", but whenever the screen backlight is on (and I don't use Glance screen). Is there a regedit way to do this? When the buttons are not illuminated, they can be hard to see. And coming from a 950, I find myself always swiping from the button, expecting the Nav bar to show up.
