I'd like to use text messaging on my phone over WiFi, but it seems I can't send or receive messages unless I'm connected to my service provider, I was hoping to send texts without having to pay my service provider :( is there any way around this?

No, you would have to use instant messaging such as Skype or WhatsApp. SMS always requires use of a mobile network. Instant messaging apps are capable of using WiFi instead of mobile data.

There isn't a way to send texts over Wi-Fi.

There is a way around, though. You can connect your Lumia to any chat service/IM (that's supported by WP) via settings>email + accounts.

Or, as Laura said, use an app.
