Network+ settings saying "settings dont work on 4g". What??

Just updated to 1308 and noticed this.

Not sure what it even means. Anyone else on AT&T with a Lumia 920 have this in their network+ settings?

where is the setting for "highest speeds" and where are "cellular settings"?
