GPS Issues - Leased IPs?

Running into this issue more often than I'd like. My GPS and apps using GPS services think I'm on the other side of the country while I'm really in Seattle, WA.

I reached out to @WindowsPhoneSupport and this is the response they gave me:

"Normally when it locates you in a different area, the connection in that area is leased and the IP is located in a different location like Washington DC." (in response to my GPS showing I was in the DC area...)

Can someone help explain this? I thought with all the GPS features on this phone this wouldn't be an issue. It even uses GLONASS, correct? What am I missing? Why does this phone suck so bad on so many levels? Don't get me wrong, I love most things about the phone but iPhone and GS3 worked so much better with the basic things (although they're laggy or unoriginal or whatever). We should have a phone that works and works well... Pisses me off.

well known bug, some suspect it is caused by Att and have pulled examples that it happens on earlier phones. Its in this forum you need to find the thread for more info.
