I left my phone in the rain and it's fried. When I plug it into my computer, it vibrates and the computer makes a "bing" noise but that's about it.

The phone itself doesn't function. The screen lights up black when it's plugged in. When it's not plugged in, just one of the bottom buttons (the back button) lights up.

When I hold the camera button, it used to vibrate and flash, but not anymore.

I dismantled the phone entirely. There's some corrosion here and there, but I'm gonna go ahead and guess that some capacitors busted.

All I know is this: I NEED THE PHOTOS ON THIS PHONE'S MEMORY. I know where the RAM is, I just don't know how I'll recover it.

HELP! (Note, I don't want to use outside help if I don't have to).

If you didn't have the photos automatically upload to SkyDrive, then your only option probably is to get a specialized technician to see if they can recover the memory. "At all costs" will probably mean that you're going to have to pay for it.

Providing you didn't enable encryption through an ActiveSync policy, theoretically it would be possible to read the data from the NAND flash.

Would require specialized knowledge but possible.

How much $ is "at all costs"?

Surprised you wouldn't have your photos backed up to SkyDrive automatically if your photos were so important. You'll probably have to go see someone who specialises in recovering data from hard drives. Won't be cheap.

Guys!

I recovered all of my photos!

I dismantled the phone, took out the motherboard, hooked up new screen and a new battery, held down the connections to ensure good contact, and plugged it into my computer.

SUCCESS!!

Wow, great to hear, well done. On your new phone, like others have suggested, just make sure you turn on the automatic upload to SkyDrive for your camera roll :)
