Lumia 920 not charging

Long story short, my phone was stolen and I just got it back by going through the police. The guy who took it was dumb enough to try and link his Facebook account to it without wiping it so I got access to his facebook, his name, his address which I then gave to the police.

So now that I've got my phone back, I've run into a problem. It's not turning on. It was charging by the cable for a while and that didn't do anything other than show the charging icon. In stead, I've put it on the wireless charging plate. Now, it's showing the grinding gears icon.

I'm not really sure what to do about it. Is this a fault? Can I go into a store and get a replacement?

That application doesn't work. It's not reading that the phone is plugged in.
