How can I make the Sync Contacts Notifications go away?

My phone started doing this about three weeks ago. It gives me this popup notification about once an hour, every hours, 24 hours a day. I have synced my contacts. This is driving me bananas. I am attaching a screen shot. Please. Help. Me.

what happens when you tap on the notification ? is this an app that is syncing contacts ?

When I click on it, the screen goes black for about two seconds, and then reverts back to whatever I was doing when it rudely interrupted me.

Do you have an app in your app list with that icon? I'm not familiar with it offhand.

Oh wow, I just looked. It seems the icon matches the icon for AT&T Address Book. When I click on my AT&T Address Book, my phone goes blank for two seconds and nothing happens. I just uninstalled this. Let's see if it stops the problem!

Yeah that sounds about right. Did you have a phone with contacts on SIM or some non-email based service? They likely migrated your contacts from that phone to this one via that app. It's probably broken under 8.1 or something. If all your contacts are now synced to your Outlook.com account, then you don't need it anymore.

My last phone had a sim card and I did not have that synced to this one. But I am still elated to report that I have not gotten that notification since my last post. Thank you and I love you.
