Developer 920-UK variant running on US ATT-No Cortana with Cyan!!!

My wife has the developer 920, the UK variant. We bought if off of ebay and are currently using it on the ATT network. When she updated to 8.1 and cyan, the action/notification center was installed but no Cortana. I factory reset everything but still not there.

In extras+info it says Lumia Cyan.

Just for specifics: RM-821_eu_Euro1_425
Software says Windows Phone 8.1
OS Version: 8.10.12393.890

Anyone know how to fix this? Or can anyone point me in the right direction?

My guess, it's because it's a UK variant. If you want Cortana now, I think you need to get update 1 via the developer preview.

by changing region to US I assume. That's what I would have suggested.
