not receiving amber update

i got my mom a lumia 928 awhile back, and it has still not received the amber update. i have manually checked for updates many times. every time i click check for updates, it says the phone is up to date. i pulled the sim card, did multiple soft resets, nothing works.

has anyone else not received the update?

From what I've heard is that it as been pulled for a while..
