When Verizon decides to release Lumia Cyan will I have to use the Nokia recovery tool first? I'm on dp 8.1 now. That is, unless Verizon skips Cyan and just goes to Denim.... stupid Verizon.
Will I need to do Complete restore?

Most likely. I had to downgrade to 8.0, upgrade to Cyan and then do Preview for Developers Update 1 last week when AT&T released Cyan for my device.
