I read this article and wondered if this patent had any impact on MS' implementation of WPs notification centre and also why its taking so long to roll out?

Well for Microsoft it will mean if there using that patent for there multi-touch they will have to pay Apple royalties to use it or come up with a different solution to this feature if they don't apple can take MS to court and sue for not changing or paying royalties.

This is the same for other companies using the same method as well.
