I guess this is kinda in line with conspiracy theory but do you think the Nokia X is just a Trjoan Horse for their Apps and service?
When you think about it, they probably knew that these phones would get rooted pretty quickly and they have said that they are happy with that. By rooting it, Android users can now access their personal Nokia Store. Maybe Google was giving them a hard time approving their apps since they were Microsoft related and this was just a clever way of infiltrating the Android Ecosystem. Elop did constantly reiterate that these phones were just a gateway for Android users to use the Microsoft/Nokia ecosystem. Maybe they were hoping the phones would get rooted so the apps could be accessed even though Android dev. think they are doing the opposite by putting the Playstore back in.

Even though they have access to the Nokia Store, they won't be able to use the apps.
