Lock screen api

I was wondering that, with wp 8.1, we have better lock screens offered by 3rd party apps. Now they have full control over the functionality and of the lock screen. Microsoft even collaborated with Rudy Hyun to create such an app. Will this app be released in Store following the developer preview or will it b only available after final wp 8.1 release? If any body has info about the app, like name etc., pls share

And what about the APIs?
I can't find any reference online, do you know if they're already available on the SDK?
