I just saw HERE car here in NJ. I've seen Google cars before, but HERE is the first time

Did Nokia sell HERE to German trio, or still owns it?

It's owned by that German automaker consortium now. Looks like MS doesn't have too much of a deal since HERE doesn't make its apps available on Windows 10 Mobile, although MS may still have access to the mapping data.

Microsoft extends partnership with HERE to deliver location-based services - HERE 360

Microsoft will be able to integrate HERE data and services into its Bing Maps platform that powers Bing.com, Cortana, the Windows Maps app and many other Microsoft services, as well as into its Bing Maps API offered to developers through the Azure Marketplace.

The agreement also permits Microsoft’s expanded use of HERE data and services in connection with in-vehicle productivity scenarios.

This means that Microsoft will have access to the most up-to-date, accurate maps available. It will also benefit from HERE platform services such as real-time road traffic flow and live public transit data.

Also of interest is Microsoft's partnership with TomTom and Esri
