Decided today I would do a clean re-install of W10 on my Surface 3. The instructions for doing a disk clean said this would make the process longer - possibly hours longer. Glad they warned me. 8 hours in and the progress report shows 23%.
Fortunately, this old device is mostly left collecting dust. But tomorrow I can spend my quarantine time with a Surface 3 needing to get freshly started. Amazing what boredom leads to.
