How do I make OneDrive ONLY add files to my online account and sync with them

OneDrive wouldn't allow me to add more files so,
a Microsoft tech person deleted the desktop app
from my computer.

He didn't tell me what he'd done and I just continued
to add files to my OD folder.

It very quickly ate up all of my hard drive space (left 4.5 GB)
and my external hard drive (left ZERO space)

someone else reinstalled the app and told me to just
keep dragging files to the OD folder ... and the same
thing happened with my local drives.

Yesterday, another Microsoft techie disconnected my
OD from the internet.

I still have no local disc space left and a ton of half synced
folders...

Most of the files I look in online are empty or partially
synced.

I do NOT want or need to have all of these files locally.

I want to sync the local files with the "cloud" storage
and get my computer back.

I will greatly appreciate some assistance with settings -
they don't make any sense to me...

How do I just make things "go UP"?
