OneDrive "Sync's All" one reboot

On my SurfacePro3 with Win10 whenever I shut down and reboot my OneDrive decides to Sync All folders rather than the just the few that were checked before shutdown. It seems to happen every time I shut down. I tried the win+R OneDrive reset script and when OneDrive restarted all folders were once again selected and downloading of data to my PC had begun.
