Is One Drive a sync or backup utility?

I am about to delete photos on Windows phone here which is fully synced to One Drive i.e. all photos are there.

However, I fear that should I delete all photos from PHONE, tomorrow I will go One Drive and find that they have been deleted from there also?

its a bit of both.

If you're on Windows Phone 8.x, delete away on the phone! OneDrive is one-way.

In 10, its a bit more complicated.
The Photos app, if you delete something it'll probably say that it'll delete from both the phone and OneDrive.
Maybe if you unlink duplicates it'll let you exercise more granular deletion.
Delete using File Explorer and you should be fine.

Deleting stuff on your PC will leave the phone photos alone though in my experience.
