It probably will have that 30 minutes recycling applied. That way this will act like any normal background task!
The Android ones were battery eaters because they were essentially videos running even when you browse your home screen. But since these live wallpapers are on lock screen which doesn't really stay on all the time, it should be ok. I mean the only time they will be on is - either when we wake up the phone or when it is fetching data every 30 minutes or user defined time in background. Should be OK, no?

No I don't think WP8 should worry about battery. Their OS is pretty much compete, accurate and polished. Unlike Android...

No idea on how this exactly works, but would not surprise me if it is actually a push from a related service.

I had turn all my live tiles off and my battery life is still garbage >_>. So it's kind of hard for me to believe Windows Phone 8 will behave different than android while transferring the same data.
