Setting up a load of Lumia 620's

Are there any workarounds for the need of a sim card when setting up the lumia?

You don't need a SIM to log into a phone. I forget the exact wording but if there's no SIM inserted you'll get a message saying "emergency calls only." You can then set everything (except cellular settings) and insert the SIM afterwards.

We couldn't sign into the store to install MDM agent. But if you set time correctly you don't need to sim in.
