I am thinking about paying the 99$ fee and was wondering if I can developer unlock my Samsung ativ s or a lumia 928?

and if I do can I sideload the recently pulled youtube xap onto my phone and for that matter maybe 7.x homebrew apps onto wp8?

All you need is a .edu email, which is not hard to find if you have the skills.
The process to unlock the device for sideloading is a bit longer than usual, open that video in youtube and that chap has written a description with some links on instructions.

As for me, am happy frontloading apps on the device from the wp official store.

It's a bit of a long process (especially the requiring windows 8 part). I did it a while back for my 920 (because I'm a bored student), but didnt really have any use for it tbh.
