Mobile websites?

I see my friends on their androids and iPhone on the browser and on certain mobile sites. When I go to that site, its in desktop mode (yes, my option is set to view mobile sites). A example of this is rapgenius.com. Its really frustrating using that site on a mobile device when its on desktop. Another example was I think it was yahoo answers mobile site. It said swipe to the right to see answer, but whenever I swipe, no response.

Am I doing something wrong, or is this just IE10?

It's the way the sites are coded.

Some sites are not optimized for ie mobile, hence the issue
