Can every device that has been updated to Win 8.1 use miracast now?

Also when windows rt is upgraded, will it all rt devices be able to use miracast too?

As long as the hardware supports it, yes, as far as I know.

Easiest way to find out is once you're on 8.1, open dxdiag.exe. Click the button to "Save all information" and then open the text file it creates. It'll tell you there if Miracast is supported.
