And where exactly it says that nothing will be added to the official GDR3 release?
You do understand how software development works, don't you?

A preview release is a feature complete version, this means that no new features will be added. GDR3 is a preview release intended for developers to test apps to make sure they work correctly, at this stage the only thing Microsoft will be doing is error detection and correction, fixing bugs to you non developers, ready for the RTM release alongside firmware and the Nokia Black updates.

Minimum of 3 months, and add in that 8.1 was said to be earl-y2014, but has lately been called sping-2014, and you see a bit of a snowball effect. That, and you see how we were told ALL devices would get GDR2 by the end of September, yet AT&T didn't get it out until mid-October, and there is another issue. Of course, it could mean Black is ready for early-2014, meaning that's when the carrier foot-dragging begins.
My guess (and yes, I'm guessing - but based on what I've heard from reputable sources, so it's an educated guess) is that Black is pretty close to being done, for carrier testing soon. I'd be surprised if the carrier testing doesn't start before December, maybe even before November yet. I'm still wondering if the Windows Phone Blog is mistaken about Black coming in 2014, based on what I've heard from other sources. But again, I'm hypothesizing here.

Unlike some, I'll tell you when I'm guessing, and if I've got solid info to back it up, I'll post it.

As do I. Wondering if you're experiencing the same crappy call quality I am? Every time I make a call the other person can barely hear me. I have to switch between speakerphone and back to regular and sometimes that helps. No issues when using Bluetooth through my car. Only call quality issues are when holding it to my ear and talking (normal use)

When you hand something to manufacturers, it is the RTM(that's why its called RTM) In this case, microsoft launched the developer preview program after gdr3 has RTMed, and thus we get the final version for now, in the future, developer may get earlier build. To confirm, you can ask the guys to check 1520's WP8 build, if its different than ours, then we dont actually get the RTM.
in the case of no change in APIs, the only reason microsoft release this preview is for developer to test their app whether it works with the new features as intended(rotation lock may affect apps and games behavior).

Looks likely educated guess has a bit more credence. Wpcentral just posted an article stating black will be coming in coming weeks. What that means exactly could be one of several possibilities, but my guess is that it means it will be in carriers hands in that time frame.

Oh - and hey - if they're going to be releasing Black to carriers in coming weeks, that is even more evidence that GDR3 is "finished" (The word that Greg Sullivan used). Black won't go to carriers without GDR3.

2014 came from the Windows Phone Blog.
Nokia goes big, introduces the Lumia 1520 and 1320 with 6-inch HD screens. Plus: Instagram is coming!

But as I've stated, I believe it is wrong. We'll see.

You all have your sources and information all wrong. All the glance features are going to be in early January, therefore they won't be coming with Nokia Black. Nokia Black is still coming in coming weeks(AKA, in the coming months).

No, it doesn't. Let me complete that:
Will be the RTM (or GA) the same build of the preview? No, and you will see that when the rtm will be available. Now we have the 8.0.10512.*, the rtm will be greater.
I can attest that the build isn't the released version any more than the preview of WP8 is the same as the released version. I updated my WP8 from the beta to the released version and I can't keep a wifi connection without rebooting several times. And not to mention I have this nagging SecureBoot message on my screen that won't go away. Didn't have this during the beta but I have it now. Anyone that thinks the preview and the released are the same spend a little too much time at XDA developers.

if you take a look at the link above, you see its the same exact build. A build is when you compiled your code. It would be unethical to compile 2 different if not the same code using the same number. Even if its the same code, you just cant. And if you read the whole thread, youll find the director said theyre giving the same build as what they gave to manufacturers(RTM) courtesy of launching the WP developer preview program, because gdr3 has RTMed before the program, in the future we may get earlier build. And there is no reason to give a previous build to test if there is a better build.

what you have seems to be an update error.
add: and also, previously you only get the OS update, HTC has their own firmware update i presume? Firmware makes the hardware works with the software(OS).
