Xbox music playlists and library not syncing from phone to PC?

Running GDR 3 on a 1020 and 8.1 on my PC. Any music/playlists I add on my PC cloud sync to my phone just fine but not the other way around. If I add songs to my library or set up a playlist on my phone, they're nowhere to be found on my PC. Any ideas?

I sure hope they change that. I want to support MS but that just seems like a silly oversight.
