I would like to get the developer preview when it is released. However, I do not know how to register for this. Can somebody elaborate?

Alright thank you for the advice I will search there! I have just seen so many people mentioning it on the 8.1 forums didn't even think to search around.

you need to register for free here first (use your microsoft account to sign up the same you use for your phone)
Windows Phone App Studio | Microsoft
then download the following app to your phone
Preview for Developers | Windows Phone Apps+Games Store (United States)
then open the app and tick the box then sign in with your microsoft account

then go to settings on your phone and go to phone update and click the update button and follow the on screen prompts

go to :- Windows Phone App Studio | Microsoft
and sign in with your same Microsoft id you are using on your device.
after signing up , you will receive an email from Microsoft, open that email in your phone , it will ask you to install an certificate , install it and you are almost done.
just install this app :- Preview for Developers | Windows Phone Apps+Games Store (भारत)
open the app and accept the terms and conditions , sign in with same Microsoft id you just used and you are done , enrolled to early previews

you forgot one have to install the certificate from the email

Mine is working great I did not need any certificate, perhaps that is only if you wish to develop apps, I just wanted access to the free phone update
