Is it possible to download window phone apps on the Windows Apps Store without having to create or link a Microsoft Account to my Windows Phone?

No, you have to have a microsoft account to download or install apps, even from the SD card.
There are other things you can not do on the phone without a MS account.

Have to have a Microsoft account, just like you have to create a Gmail account for android app purchases.
