Cortana won't be in the dev preview if you aren't in the US, and most likely all the functionality will have been stolen by Apple and Android by the time MS have their sh1t together

Can anyone please explain the Cortana and only US thing? I must have Region set as United States for it to work, meaning start and do stuff that could work, or it will be enabled only for specific devices that have US firmware? thanks
