The phone needs to be developer unlocked to use the preview.

Nope..!!
You need to register in the App Studio..
Download "Preview for Developer"
Open the App and provide your email-id with which you registered in The App studio..
Dats it..!!
U cn now dwnld the update whenver it becomes available..!!

You dont need an Unlocked Device.!!
