Phone not showing under account. App question as well

My PC is running Win8.1 and I have a tablet that's running 8.1. My phone (Icon) however isn't showing up under my account.

If I purchase an app on my tablet do I have to purchase the app for my phone?

The Windows Phone store would be different than Windows app store (W8 or RT.)
So you'll have buy the phone app separately.

This should be changing soon, according to the announcements at BUILD 2014. You will then be able to buy an app once and use it on your phone and tablet.
