If you only installed the Dev Preview recently it's most likely the small update, not 8.1...

you know how on ios when they get a big os upgrade e.g ios 6 to ios 7, the older phones seems to lag, what are the chances of wp8.1 lags on older phones like the ativ s and co

It won't lag at all! I read somewhere that MS they test the OS on the low-end phones to make sure that it runs smooth on all phones.

Which do you have now? I could've gone that route too... I actually to some extent loathe my 8S, but I haven't bothered to change it...
