I have an idea that might work for you:
1) Put out your sim card.
2) Insert it in one friend's phone.
3) Turn on tethering on your friend's phone.
4) Connect through WiFi.
5) Happy update.

I'm not so sure about that. I think it depends on the carrier, but I know that my AT&T Lumia 1020 isn't allowed to download updates via cellular, WiFi is required. But I think it's a carrier specific thing, so it might be allowed on some carriers, forbidden on others.

It also partly depends on the size of the update.

I can't keep calm. Windows Phone 8.1 developer preview is almost here! Seriously though if it turns out not to be tomorrow we're still closer than we were yesterday. That's my way of staying optimistic just in case we have to wait a little longer. But hopefully not...

For people who can't DL without WiFi (AT&T) if you have another phone tether it, or tether from a friends phone just make sure you have a stable connection. I'll be at work when it drops and will have my G2 on me just for that reason.

Same here. Hoping for a nice long rest. I have both my 520 and 1020 set to download updates automatically, so hopefully I'll wake up with an "Install" button ready to go on both of them.

Awesome, I was just worried because bigger apps/games can't be downloaded over phone data. Thanks for clearing it up. Now only if someone can tell us if cortana would work after changing region. Technically it should. Still just to be safe I've changed my region to US already if just in case Microsoft decide to put a system which detects the region and then pushes the appropriate version.
