No navigation bar option

It's probably coded into the OS to not display that option if Windows detects the capacitive buttons on the device already. Same thing for the 5th toggle in the action center on the Lumia 1520 vs smaller devices like the 1020 that only have 4 - There is logic in place in the OS to do things based on the kind of hardware the phone has

If that is what he is talking about, then you are right. There is no reason to show on screen buttons when you have capacitive buttons.

Onscreen buttons should be no more or less responsive than capacitive buttons, the technology is exactly the same.

The settings for the hardware navigation bar (like on a 1520,1020, 920) are under "touch" where you can only change if they vibrate or not, on 8.1.

The newer phones don't have hardware navigation bar/buttons, but rather a software onscreen navigation bar, which is accessed by swiping up from the bottom of the screen.
