One of the biggest things I hoped to accomplish was moving my game saves to the cloud so I didn't have to restart FF3.

... so I went through a painfully long process of backing up my 1020 then restoring my 1020s backup to a freshly reset 520.

No app data whatsoever was restored with the apps. Did I miss something?

It works only with apps whose developers have given the feature. Since the feature is new, it will take some time before developers update their apps with that capability.

Well that's underwhelming... I was hoping for a less cumbersome solution.

Microsoft could've taken this into their own hands by simply allowing us to include App Data in our backups so loss-less restoring would be a controllable variable. Now we have to wait for each and every individual developer to add in support for this feature, and all the past issues of abandoned/poorly updated Xbox Live titles will have insult added to injury.

I don't have much bad to say about Windows Phone 8.1, but that's a pretty huge disappointment. I hope they resolve this before they consider WP8.1 RTM otherwise they will have seriously dropped the ball on what could've been a monumental improvement on backup/restore.
