Still no Text to Speech?

I can't seem to find any text-to-speech options yet... other than in the SMS app still. For example, in OneNote, I'd love to just speak my note and let it type it out for me. Currently, you can only embed sound clips. I think there needs to be a mic button on the keyboard. :(

Actually,
Using Cortana to send a voice text is quite simple.
Open Cortana
Tap the microphone
Speak or ask to text anyone on your contact list
Cortana will ask for few options
If your good then just tap or say send

I just reaffirmed this moments ago to my wife's phone.

Cortana has much better voice recognition than the old voice assistant.
 
Yes I agree, but I mean system wide text-to-speech. For example, if I'm in OneNote and want to write a long note but don't want to type it, I'd love if the keyboard had a Mic button so I can just speak and it types out my whole note for me. This is currently only available in SMS for short texts.
